These can generally be ignored because Outlook will create these folders when there are sync errors when the client is in cache mode. This usually happens when the network connection is sporadic especially on laptops connected to wireless but can happen with desktops as well.Once Outlook has restored the connection, it uses these folders to try to resync the error items.
